Project Summary:
The Climate Change Adaptation Evidence Hub led the development of the Kisumu County Climate Change Adaptation Plan (KCCAP) 2025–2040, a comprehensive climate resilience framework designed to guide Kisumu County’s long-term adaptation and climate resilience agenda. The plan was developed through a highly participatory process involving communities, technical experts, women, youth, development partners, civil society organizations, and county institutions across all 35 wards of the county.
The primary objective of the project was to strengthen climate resilience across Kisumu County by identifying climate vulnerabilities, developing sector-specific adaptation strategies, enhancing climate governance systems, and mainstreaming climate adaptation into county development planning. The plan also aimed to support locally-led climate action through ward-level adaptation planning and strengthen institutional capacity for climate governance and financing.
The project identified major climate risks facing Kisumu County, including floods, rising Lake Victoria water levels, droughts, heat stress, ecosystem degradation, declining fish stocks, soil erosion, and increasing climate-sensitive diseases. The plan assessed vulnerabilities across critical sectors including agriculture, water, health, infrastructure, biodiversity, energy, tourism, sanitation, urban development, and livelihoods.
The KCCAP established twelve strategic objectives, including enhancing water security, promoting climate-smart agriculture, strengthening disaster preparedness, restoring ecosystems, expanding renewable energy access, promoting gender-responsive climate action, and mobilizing climate finance. The project emphasized inclusive governance through Ward Climate Change Planning Committees (WCCPCs), participatory vulnerability assessments, and community-driven adaptation approaches.
The implementation framework proposed investments estimated at approximately KES 11.8 billion over a 15-year period, leveraging county resources, national allocations, development partner support, the Financing Locally-Led Climate Action (FLLoCA) programme, and innovative climate finance mechanisms including carbon markets and blended finance.
The KCCAP positions Kisumu County among the leading sub-national governments in Africa implementing locally-led climate adaptation planning. The project significantly strengthens climate governance, resilience-building, ecosystem restoration, and sustainable development within the Lake Victoria Basin region while contributing to Kenya’s national and international climate commitments.
