Project Summary:
The Climate Change Adaptation Evidence Hub supported the development of the Garissa County Energy Plan (2024–2029), a strategic framework aimed at guiding the county toward universal energy access, renewable energy transition, and green economic development. The plan was developed in line with Kenya’s Energy Act 2019 and national commitments toward sustainable energy access and climate resilience.
The project aimed to assess Garissa County’s current energy landscape, identify renewable energy opportunities, develop sustainable energy transition pathways, and establish policy and institutional frameworks for energy access expansion. The initiative also sought to position Garissa as a leader in renewable energy adoption and green job creation within Kenya’s arid and semi-arid regions.
The study assessed energy access, energy demand, renewable energy resources, energy infrastructure, and clean cooking solutions across the county. It identified solar, wind, biomass, and biofuel opportunities and proposed interventions to improve energy access for households, institutions, and businesses.
The project emphasized inclusive and gender-responsive energy planning, decentralized renewable energy systems, energy efficiency, and climate-smart investments. It also developed strategies for scaling up clean cooking technologies, mini-grids, and distributed solar systems to improve livelihoods and reduce environmental degradation.
The County Energy Plan now serves as a critical policy framework guiding investments, partnerships, and sustainable energy development in Garissa County while supporting Kenya’s broader energy transition and climate goals.
